Usha Thorat was born Usha Iyer on February 20, 1950, in Chennai, Tamil Nadu, India. She is a trained economist and formerly served as the Reserve Bank of India's deputy governor.

Usha earned her graduation degree from New Delhi's renowned Lady Shri Ram College. The college is regarded as one of the top commerce schools in the country. She subsequently continued her study at DSE (Delhi School of Economics). Her expertise and ability in economics prompted her to work for the Reserve Bank of India, India's central bank. She served as the RBI's Deputy Governor for a five-year tenure from 2005 to 2010. Anand Sinha succeeded her.
Usha was appointed as the Reserve Bank of India's nominee while working in institutions and banks such as the Bank of Baroda, the Securities Trading Cooperation of India, and the Indian Overseas Bank. Before being appointed Deputy Governor of the RBI, she served as the RBI's Executive Director. Usha oversaw many departments in this capacity, including the Premises Department, the Inspection Department, the Rural Planning and Credit Department, and the Credit Guarantee Corporation.

Usha is presently residing in Mumbai with her husband, YSP Thorat. She has been hailed as a pivotal figure in the fight to increase financial inclusion in Indian banks.
